Chaplain Tom Dillard was born and raised in Springfield, Missouri. Chaplain Dillard attended Drury College and graduated with a Bachelor of Secondary Music Education Degree. He also attended Louisville Presbyterian Theological Seminary, and graduated with a Master of Divinity Degree. Chaplain Dillard was the pastor of Hopewell Presbyterian Church for 39 years. He has been the Chaplain for Jeffersontown Police for 38 years. He is the Chaplain for Jeffersontown Fire Department. Tom is also a member of Street Heat Public Safety Band since 1992 and a member of the Fishers of Men Southern Gospel Group. Tom has been married for 43 years and has two adult sons and three grandchildren.
